on the matter on wednesday night. jackie bensen, "news 4 today." >>> virginia governor bob mcdonnell is expected to unveil a plan to impose a 4% tax on all bars and restaurants. according to reports, the 4% tax includes a 1.5% tax on all stores and restaurants that sell liquor and 2.5% tax on the overall annual sales. the money raised would make up for the money lost if the state privatizes the liquor store. together he believes the changes could bring in $260 million a year. >>> police in howard county believe a woman found dead inside a burned out apartment died before the fire started. firefighters were called to an apartment in the 6,000 block of majors lane for the report of a fire. when they arrived, they found the body of a woman in her 30s and a man suffering from undetermined injuries. police believe his injuries also occurred before the fire started. they are looking into the possibility that the whole thing may have stemmed from a domestic dispute. mean while, the victim's names have-nots been released. >>> the man accused of shooting at a bethesda woman is waking up in jail this morn

with another check on our weather. everybody is back at school today. i think folks in virginia too. >> they went back yesterday and so today, we'll see another morning where it is okay. the conditions to head to school are okay. more clouds this morning. some of you out to the west may encount are a few showers here or there. at reagan national, the current temperature is 75 degrees. relative humidity is 66%. that is not bad. wind are out of the south. this is showing out cloud cover that comes through and than some of those showers. now, this overplays it a little bit. there are showers out to the west. they are not as numerous or impressive as this is showing. but it is showing some moisture associated with the frontal system that is coming through. so can't rule out a sprinkle or shower for some of our viewers early this morning. our temperature trend, after a high yesterday in the low to mid-90s, we're looking for a high today near 90 degrees. maybe about 89 degrees downtown and then for the rest of the week, highs only for the rest of the workweek, only in the upper 70s. low 8

. it happened right across the maryland line in charlestown west virginia. dozens jumped in to try to save the horses. >> reporter: trying to get back to normal isn't easy especially for horses that survived the fire. but there, the lucky ones. the horses people manage to set free. cell phone video shows the danger. >> we have to get out, we have to get out. the roof is on fire. >> everybody out. >> reporter: the three alarm blaze just before dawn destroyed a large barn just before the border of west virginia. 37 thoroughbred horses were killed. putting the fire out was the easy part. >> the real challenge comes with dealing with the people that were here and the dead horses and also recovering the horses who were alive and being able to get them back. >> reporter: owners and trainers who usually compete against each other are helping each other out. >> it's a terrible disaster. terrible, i've never seen anything like that and i don't want to see it again either. >> reporter: with help from the casino, they've been able to find another stable for the horses. preliminary investigation has n

virginia and also into portions of virginia as of now. we can see a couple pop up as we go through the day into our area, the front will pass and things will improve. in the meantime, this is the big view. this is tropical depression hermine pushing the rain and flooding into northern and central texas and this will move into oklahoma and also into kansas as we go through the next several days. thursday looks good. showing now a few clouds across the area but i think that we'll see plenty of sunshine as we go into tomorrow and also into friday. don't let that model fool you. as we check out what's going on in terms of temperatures today, 87 degrees is what i'm forecasting. we could reach 90 maybe into baltimore, bwi. we could see warm conditions and windy. that's the big story for today as well. then tonight, oh boy do we drop off after the front passage, clear and cooler. as we roll into tomorrow, ah, breathe! 78 degrees, mostly sunny and pleasant. i like this forecast. do you, kim brown? >> that looks awesome. it's still warm enough to go swimming so we should try to take advantage for a

-central virginia. i don't agree will get any of that around baltimore. it has been a long time since we've seen rainfall around maryland. mostly sunny for the rest of the afternoon. we will stay between these two this afternoon. mostly sunny, breezy, unseasonably warm. average high temperature is 81. we will make it to the low 90s probably. 80s and the mountains as the winds shift to the west and northwest. cool air starts to work in and we will drop to the 50's by early tomorrow morning. low sixties in the city. high pressure comes in off of the great lakes and the winds will be coming out of the north and northwest. high temperatures will be in the 70's for the next couple of days. if you are and autumn weather fan, you will like the forecast at the end of the week. high 78 tomorrow. overnight the temperatures -- overnight low temperatures will be in the 50's. nice start to the weekend on saturday. next chance for any significant rainfall will be on sunday as we close out the weekend. high near 82. it looks like the temperatures will be and the mid-80's and the beginning of next week. >> in t
